States for federal polytechnics are; Bauchi, Katsina, Borno, Plateau, Benue, Cross River, Oyo, Enugu, and Delta.

States for Colleges of Education; Osun, Edo, Sokoto, Benue, Bauchi and Ebonyi which will all be constructed in phases.
