Umuahia, Nigeria – The Abia State Government under Governor Alex Otti has signed a groundbreaking Memorandum of Understanding (MoU) with telecommunications giant, MTN Nigeria, in what many now describe as a strategic leap into the 21st-century digital economy.

 

The historic partnership was formalized on Monday, May 12, 2025, when MTN Nigeria’s Group Managing Director and Chief Executive Officer, Mr. Karl Toriola, led a high-powered delegation to Abia State to meet with Governor Otti. The MoU seals an ambitious collaboration aimed at transforming Abia into Nigeria’s first fully digitally-enabled state.

In his welcome speech, Governor Otti expressed gratitude to MTN for choosing Abia as the launchpad for such a futuristic model, recalling that the idea was first mooted in the early days of his administration in 2023. He emphasized the strategic goal of leveraging technology to revolutionize governance, empower Abia youths, and boost socio-economic growth.

 

“We are building a future-ready Abia. This partnership will accelerate our mission to create a technology-driven economy where government works smarter, our people are digitally empowered, and businesses have global reach,” said Governor Otti.

 

Key Features of the MTN-Abia Digital Partnership

 

During a technical presentation, MTN Nigeria unveiled five pillars of the collaboration:

 

Universal 3G Broadband Coverage: All residents of Abia will enjoy minimum 3G connectivity, bridging the digital divide across urban and rural areas.

 

Cloud Computing for Government: MTN will deliver secured cloud services and value-added tech solutions to streamline government operations.

 

Digital Marketplace for Aba, Umuahia, Ohafia: Traders and SMEs across Abia’s commercial hubs will get access to a free e-commerce platform for marketing and sales, developed and fully funded by MTN.

 

Device Ownership Scheme: Civil servants will benefit from subsidized smartphones, MiFis, tablets, and laptops to promote digital governance and workplace efficiency.

 

4G & 5G Rollout in Urban Centres: Cities like Umuahia and Aba will enjoy 4G and 5G coverage for high-speed internet access and innovation-driven commerce.

 

In what could be a game-changer for local commerce, MTN unveiled the “Abia to the World Market Platform,” an e-commerce system offering free online stores, secure payment integration, and logistics support. The platform, the company confirmed, will be made available at zero cost to Abia merchants—helping them compete globally from the comfort of their shops in Aba and beyond.

Speaking at the MoU signing, Mr. Karl Toriola, CEO of MTN Nigeria, expressed his delight at the partnership, calling Abia “the most illustrious state in Nigeria.”

 

“This is not just another partnership. This is a shared vision. We are committing to building the most digitally connected, commerce-ready, and smart-governed state in Nigeria,” he said.

 

He praised Governor Otti’s visionary leadership and pledged to follow through on all commitments to ensure widespread access to digital infrastructure and smart services across the state.
