The Abia State Government has announced the completion and unveiling date of a new 25-Year Development Plan, a long-term strategic document designed to shape the social, economic, and infrastructural future of the state.

The announcement was made on Monday, December 9, 2025, following the Weekly Executive Council Meeting presided over by the Governor, His Excellency, Dr. Alex Otti, OFR, where several forward-looking decisions were reached.

Speaking to journalists after the meeting, the Commissioner for Information, Prince Okey Kanu, revealed that Governor Otti will officially unveil the long-term development blueprint on Tuesday, December 16, 2025. He described the document as “a deliberate, transformative, and future-proof roadmap anchored on economic resilience and generational security.”

According to him, the new development plan is structured around six foundational pillars:

-People and Resources

-Growth and Stability

-Sustainable Economy

-Social Infrastructure and Inclusion

-Cross-Sector Linkages

Prince Kanu explained that the plan would help unlock local potentials while attracting global investment into key sectors, aligning with Governor Otti’s broader vision of building a modern, climate-resilient and economically competitive Abia State.

He added that the plan envisions clean energy expansion, digital connectivity, sustainable urban planning, and a governance model built on transparency, peace, security, and active citizen participation.

Responding to questions, the Honourable Commissioner for Budget and Planning, Mr. Kingsley Anosike, disclosed that the new 25-year plan has been backed by legislation, ensuring continuity regardless of future changes in government. He emphasised that this legal framework marks a major shift from the previous administration’s 2020–2050 30-year plan, which lacked statutory protection.

According to him, “this development plan is different because it carries a legal seal. Any future review must follow the same legislative process, preventing abrupt alterations or abandonment.”

Mr. Anosike further explained that the review was necessary because the former 2020 plan was heavily influenced by uncertainties surrounding the COVID-19 pandemic and no longer reflected current realities.

He noted that the Otti administration empanelled experts to reassess the old document, align it with present economic indicators, and develop a more realistic framework that addresses the state’s existing and emerging challenges.

“Between 2020 and 2025, the world witnessed economic turbulence and major shifts. Any serious administration must realign its development framework to reflect new realities, and that is precisely what this Abia government has done,” Anosike stated.

The unveiling of the new 25-year plan marks a significant milestone in the Otti administration’s long-term vision to reposition Abia State for sustainable growth and global competitiveness.
